So like it was before we had the idea of spy network, you send a diplomat to a specific enemy with a specific goal and the spy worked until he achieved that goal, now you build network and make choices. Now for the most important step, get rid of micromanagement, add covert actions to macro builder and allow for specific covert actions to be executed. Its a jack-of-all trade idea group making it easier to use espionage (something which I only use for fabricating claims) and some other bit of random bonuses with varied use.
